Is delay in better circulation of newer currency intentional?

The unexplained delay in circulation and print of newer currency is not entirely because of poor infrastructure but so some extend is also intentional. The think-tank behind demonetization has agendas to turn all black money useless and migrate all cash transactions – which is the birth place for future black money, into cashless ones.

The more the delay in circulation of newer currency; the higher the probability that more people will be genuinely forced to opt for cashless transactions so as not to lose business and customers to more tech savvy competitors. The drip-feeding and cash-starved business is only paving way for higher percentage of cashless businesses in future and better tax collection opportunities for government. So if you’ve increasing felt frustrated due to cash crunch and eventually turned to cashless transactions then government strategy has successfully worked.
